JOHANNESBURG - Joburgers are outraged at City Power's tariff increases.
But, they were more shocked by a R200 monthly prepaid electricity surcharge.
This is on top of the 12.7% rate hike.

The utility says the charge is to address long-standing disparities between prepaid and postpaid customers.
It says the money will be used to keep the network running.
