JOHANNESBURG - Human trafficking or smuggling?
That's what law enforcement officials are trying to figure out after 13 Ethiopian nationals were found in a house in Parkhurst.
Amongst those found are four minors between the ages of 14 and 15.
Seven have been taken to hospital after sustaining injuries while trying to run away from authorities.
Security experts have criticised the government for a lack of political will and the police for not being proactive.
The Hawks have opened an inquiry to establish whether the Ethiopians found will be a case of human trafficking or whether it's smuggling while they track the owners of the house.
