PRETORIA - The City of Tshwane plans to recoup about R6-billion from defaulting businesses and residents.
It plans to do this by disconnecting services and taking tough action against reconnecting defaulters.
The city also plans to take legal action to get the money back.

The money collected will be used to service debts, including an Eskom bill of R3-billion.
Mayor Cilliers Brink said they want to increase revenue and decrease expenses within the range of R1-billion per month over the next six months.
"So a combination of making savings but secondly collecting on a debtor's book," he said.
