TSHWANE - Water and sanitation minister Senzo Mchunu says the City of Tshwane is to blame for the tragic situation unfolding in Hammanskraal.
A cholera outbreak in the area has claimed at least 15 lives, including two children.

Mchunu says his department has previously made several attempts to intervene in the water issues but was met with resistance from the City.
He said, ''Tswane municipality is a water service authority providing drinkable water to the whole of Tshwane, therefore they're responsible, we're responsible for bulk to them, that's the arrangement."
