The Finance Minister has defended the need for a VAT hike but according to a leaked letter from the DA to the President, the DA has stipulated conditions that need to be met before they will agree on the current budget.

The DA has demanded a series of growth-enhancing reforms, and a plan to lower taxes over the next three years.

eNCA spoke with ANC spokesperson Mahlengi Bhengu-Motsiri about the first day of proceedings.

On day two of the meeting, the NEC is expected to dive deeper into debating the thorny issues of the state of metros and service delivery.
