CAPE TOWN- The alarming spike in pedestrian-vehicle accidents have sparked critisicim from expert who have shifted the blame on lack of law enforcement on the roads.
According to a personal injury attorney Henry Shields there is a culture of non-compliance in South Africa which is rooted to lack of law enforcement.
"There is no law enforcement against drivers or pedestrians and it has been proved time and again that compliance is proportionate to enforcement.
"If one would write a book on road accident statistics the first ten chapters would been on law enforcement so there can be compliance," he said.
