GOMA - South Africa is demanding that Rwanda immediately pull its troops out of Eastern DRC.
It also wants it to stop supporting the M23 rebel group.
It comes after nine South African soldiers in fierce fighting near Goma.
SA's Ambassador to the UN Mathu Joyini was addressing the Security Council on the ongoing conflict.
She called out Rwanda for using the rebel group to push its agenda in the region.
Joyini says the council cannot allow states to use non-state actors to carry out its will.
She says this allows states not to accept responsibility for armed conflict and war crimes.
Meanwhile, the DRC told the UN the advance of Rwandan forces into its territory is a Declaration of War.
