CAPE TOWN - Minister in the Presidency Khumbudzo Ntshaveni says all cabinet ministers had agreed to the VAT increase proposal ahead of the budget.
But at the 11th hour, the Democratic Alliance made a u-turn, wanting to hold the country to ransom.
Ntshaveni says the DA’s rejection goes beyond the proposed VAT hike, and has nothing to do with the budget.

The DA in turn blames the ANC for wanting to continue to govern as if they still possess a parliamentary majority.
One economist says this political tug of war between the two biggest partners within the GNU is concerning.
