JOHANNESBURG - The Bureau for Economic Research says South Africa was technically on Stage 7 blackouts last week.
It says despite continued outages, the economy managed to grow by 1.6 percent in the third quarter.

But, Chief Economist Hugo Pienaar says the actual effects of the latest power cuts are yet to be felt.
"In the third quarter, there were some specific matters that probably helped to mitigate the impact of load-shedding, at least in terms of the official numbers," Pienaar said.
