DUBAI - The opening session of the COP28 in Dubai in the United Arab Emirates has adopted a decision to implement the crucial loss and damage fund.
The fund - initially muted at COP27 in Egypt by developing nations - will now become operational without delays.
It's never happened before that the opening meeting adopts a decision during the first sitting.
The conference agenda has also been adopted without delays - for the first time.
President Cyril Ramaphosa will lead the South African delegation at COP28 on Friday.
