JOHANNESBURG - Education cannot be isolated from its social context.

The CEO of the Governing Body Foundation says children can only learn when their basic needs have been met.

In addition with poverty and unemployment at record highs, this is becoming less likely in South Africa.

The association said this after an international study revealed this week that over eighty-percent of South Africa's Grade 4 pupils cannot read for meaning.
