JOHANNESBURG - The structure of government at local level needs to change, according to governance expert Dr Sam Koma.
He says that the mayoral executive committee system is not suitable for a coalition arrangement.
This week, Johannesburg residents saw the election of its ninth mayor since 2016.

"Even if you had to elect a super being or superhuman in the position of executive mayor in Johannesburg, the type of government they are using -- which is a mayoral executive committee system -- is not suited for running a perfect coalition government," Koma said.
"So the ideal government is the collective executive system. And I am happy that it has dawned to the ANC that this is the type of government they intend to install.
"They are now experiencing or they have experienced that the mayoral executive system is not working for a coalition government."
