JOHANNESBURG - Smaller parties are facing a mass culling. That's if the Municipal Structures Second Amendment Bill is passed into law.
The bill proposes that parties must get a threshold of one-percent to get a seat in council or legislature. This can't be good news for smaller parties who may be counting on being kingmakers.

The ANC and the DA agree on this proposal. It has been tabled by COGTA Minister, Thembi Nkadimeng.
The ANC says the need to have a threshold will prevent smaller parties accessing power through the back door.
