JOHANNESBURG - The Public Enterprises Department is defending the appointment of its Chief of Staff, Nthabiseng Borotho.

She is believed to have been hired despite not meeting minimum requirements.

The department admits Borotho did not have the appropriate qualifications but says Minister Pravin Gordhan applied for a deviation from processes.

It says she was hired because of her experience and in recognition of prior learning.

Borotho matriculated in 1997 and obtained a diploma in human resources from Varsity College.

She then worked in several ministries and agencies before joining Public Enterprises.

The department also admits one of Borotho's relatives was employed as a receptionist.

But it says this was an emergency appointment and has been corrected.
