JOHANNESBURG - Transport Minister Sindisiwe Chikunga is blaming the high road fatality rate on driving habits.
She was discussing the issue with the UN SG's Special Envoy on Road Safety, Jean Todt.
Around 14,000 people are killed on the country's roads each year.
But motorists are saying road infrastructure also plays a role.
Chikunga says financial resources to both build and maintain roads are not enough.
